First launched in 2023, it is a framework for both internal teams and suppliers setting out Primark’s approach to embedding and scaling circular design in its products. It is guided by the Ellen MacArthur Foundation’s principles – a UK non-profit that works with businesses, governments and NGOs to rethink how products are designed and made, to accelerate the transition to a circular economy.

The updated standard introduces a new “Progressive” level, raising expectations for materials, durability and recyclability in the design and making of its clothes. It also includes practical changes to support everyday product decisions for Primark and its suppliers.

Circular design has been implemented in nine key product areas, and 5% of all clothing units sold at Primark during 2024/2025 financial year were circular by design. Within key categories, this increased to 20% of jersey and 8% of denim. The retailer is also scaling the switch to its “preferred materials” – such as recycled cotton and polyester, and organic cotton – with 74% of clothes now made from recycled or more sustainably sourced fibres.

In February, Primark launched its first-ever denim collection made using post‑consumer waste, designed using the updated Circular Product Standard 2.0. The collection removed elements that make recycling harder at the end of the garment’s life, such as stretch and unnecessary rivets, and used recyclable trims. All products in the range were made from 100% cotton main fabric, containing a minimum of 20% post-consumer recycled cotton, and the remainder made using cotton from the Primark Cotton Project, which trains farmers in more sustainable growing methods.

This 20% level was chosen intentionally to ensure the collection met the expectations in Primark’s Durability Framework, launched in 2024 and inspired by NGO WRAP’s (Waste Resources Action Programme) Durability Accelerator Initiative – a global program that tests the lifespan of clothing through rigorous, repeated wash and wear cycles to improve garment durability, reduce environmental impact and help brands meet future sustainability regulations.

Claire Scanlon, solutions manager for circular and sustainable design at Primark, shares how the circularity and materials team tackles all this work – and what they expect in the sustainability space over the coming year.

Primark’s first-ever denim collection made using post‑consumer waste

Who makes up the team?

Our circularity and materials team sit within Primark Cares, Primark’s sustainability function. The team is led by Nick Lambert, head of circularity and materials, supported by me; Paola Weir, solutions manager for circular products; and Casey Ormsby, circular products coordinator.

Our materials managers include Natalie Cox, focused on scaling recycled cotton, including managing our partnership with Recover [a mechanical recycled cotton producer which turns textile waste into recycled cotton fibres that can be used to make new products], Ann McCarrick, managing innovation in recycled synthetics & MMCFs [Man-made cellulosic fibers – regenerated fibers produced from cellulose, primarily wood pulp, often used as alternatives to cotton and synthetics] and Joe Ryan who manages grown cotton across the business, including our Primark Cotton Project [formerly the Primark Sustainable Cotton Project, renamed in 2024 to adhere to consumer protection legislation and regulatory guidance across Europe, including the UK CMA’s Green Claims Code].

Most of us have previously worked in the product world, across buying, merchandising, sourcing or design, so we bring that product expertise to circularity and material innovation.

We focus on embedding circular design and scaling the use of recycled and responsibly sourced materials across our product ranges [in FY 2024/25, 74% of Primark clothes were made using recycled or more sustainably sourced fibres, up from 66% the previous year], whether that is in our core essentials or more fashion-led collections, without deviating from that value that our customers know and love us for.

We identify where products can be made easier to recycle and drive more mono-material usage. We also look at removing common barriers for end-of-life recycling, for example avoiding unnecessary metal, like rivets and using recyclable trims.

Because there is still no single, industry-wide standard for minimum recycled content across all material types, our requirements vary depending on the material. Where relevant, we align these with recognised industry standards, including the Organic Content Standard, Global Organic Textile Standard, Recycled Claim Standard and Global Recycled Standard.

We’re also members of [materials-focused non-profit] Textile Exchange and use its preferred materials matrix to help guide how we set these requirements for recycled or more sustainably sourced materials. To support this, we trained 190 suppliers and 90 colleagues across our buying teams on the protocols in FY 24/25.

Primark’s circular denim collection removed elements that make recycling harder at the end of the garment’s life, such as stretch and unnecessary rivets

What does a day in the life of the team look like?

As the saying goes, no two days are ever the same. The next, we’re working with our product teams to increase the use of recycled and more sustainably sourced materials across our ranges, whether that’s denim, core lines like our basic tees, or into more complex innovation projects.

We spend a lot of time upskilling teams across buying, design and quality, as well as key suppliers, so they can apply circular design principles to more clothing categories. We run this training through workshops that help bring the theory to life and we’ve found that delivering these sessions in person has the biggest impact as it helps teams embed circular thinking into their everyday work.

In 2024, we advanced our circularity training programme to “Expert” level in collaboration with the Circular Textile Foundation [a non-profit organisation that brings together brands and learnings from fibre-to-fibre recycling technologies to give training on designing for recyclability].

These workshops are focused on supporting teams across our buyers, designers, quality and key suppliers to apply circular design principles to clothing categories. Our Dublin head office is where we take time to come together to brainstorm, catch up on projects and meet with our wider sustainability and product teams to help bring circular design and material choices into our upcoming clothing ranges.

We also spend time away from our laptops and meeting our suppliers like talking to recyclers [such as Recover] on our next project, learning from mills in India and Bangladesh or meeting the farmers on the ground involved in the Primark Cotton Project.

We work closely with suppliers, spinners, fabric mills and garment makers to understand where recycled cotton can be introduced into our products each season. This includes learning which fabrics and styles are best suited to recycled cotton, what technical considerations need to be managed, and where there are opportunities to scale preferred material choices.

The Primark Cotton Project trains farmers in more sustainable growing methods

When the team visits farms, they spend time speaking directly with farmers about their experience of the programme and what has changed since they joined. Visits can also include practical demonstrations, such as how to make natural fertiliser as an alternative to traditional chemical fertilisers. These conversations and demonstrations help us better understand what farmers find most valuable and how the transition to new practices feels in day-to-day reality.

Having those real conversations on the ground helps us to understand what is working, what we can improve and how we can push the boundaries of what is possible.

What are some predictions for sustainability and circularity in fashion in 2026?

We’re always looking at trends, especially how customers are adopting and leaning into more circular fashion. Over the past few months we’ve seen a real shift, particularly in younger shoppers, they care about what clothes are made from, how they can be recycled and how long they’ll last. There’s also a growing interest in repair and upcycling. We’re seeing increasing interest in this space, which tells us that the work we’re doing is starting to build momentum, and it helps build the support [such as better consumer understanding , design innovations and an industry scaling circularity] and services [such as textile take-back schemes and affordable repairs] needed to make circular options accessible to everyone.

Earlier this year, we announced the expansion of our affordable clothing repairs service in partnership with The Seam. The service, first trialled in our Manchester Market Street store [in September 2025, exclusively revealed by Drapers], is now being expanded to Bromley [in south London] and Edinburgh Princes Street. The Manchester trial showed strong customer demand, with nearly 90% of available appointments pre-booked during the initial 12-week trial in 2025. The most commonly repaired items were trousers, jeans and dresses, with popular repairs including length adjustments and seam repairs.

We also expect circular design to keep advancing, with a growing focus on products made from a single material rather than blends. This month, we’re excited to share our updated Circular Product Standard 2.0 which sets out our refined approach and vision. With this launch, our teams will be focused on how we can strengthen our work in materials, durability, and recyclability that drive scale across our ranges from innovative collections to everyday essentials.

We know this transition can’t be achieved in isolation, and industry-wide collaboration will be key to unlocking circularity at scale. The Circular Product Standard 2.0 is a publicly available framework that other brands can access. Transitioning to a circular ecosystem requires the entire industry to move together, and we encourage collaboration across partners, suppliers and colleagues.

Primark’s expanded service with The Seam builds on its repairs initiative launched in 2021

What key challenges does the team anticipate in the next 12 months?

We’re working hard to keep up with the rapid growth of textile-to-textile recycled materials. We see circularity as an opportunity to redesign products, getting into the detail of our collections.

Regulation is going to be a major part of 2026, with a lot more focus on making clothes last longer and easier to recycle. It’s a step we welcome but it does mean some big changes behind the scenes, especially when it comes to the data and transparency expected from brands, driving this at scale will be a key focus.

The next 12 months will bring some hard work, but also exciting opportunities. With the pace of change in our industry, there is every chance that some of our biggest hurdles will turn into our highlight breakthroughs. We’re currently reviewing our sustainability strategy to focus on where we can have the greatest impact, and through that, it’s clear that circularity sits right at the core of our approach and will continue to be a key priority as we move forward.

What are your top tips for those wanting to work in circular fashion?

The most important advice? Progress over perfection. We know that we haven’t solved every challenge or answered every question, but we keep going. Those little breakthroughs build the foundation for bigger change.

In our world of circularity and sustainability, you join a community of people who are passionate about driving change in our industry, and they’re often the support and inspiration you need to keep you positive, especially on the tougher days.
